Guys, I've solved it, no panic. All I needed was to apply an update, Vivaldi works just fine now.

Oh, me is a gal, big boy – i hope you answer me independent from that fact.
I am curious what sort of update in Ubuntu solved it.I had the exact same problem on Ubuntu 16.04. Drove me crazy. Seems to be "fixed" unintentionally now though

Please check my article, it may help you: https://labs.gwendragon.de/blog/Web/Browser/Vivaldi/slow-or-flickering-video-with-vivaldi-on-linux
May be a GPU/driver problem.
Which Linux and GPU and graphics driver? With the update to Vivaldi x64 ver1.3.551.30, I started having blinking/flashing issues when playing YouTube vids, or the "Weather In Motion" map on weather.com. Changing my acceleration method to UXA seems to have resolved the issue.
Many thanks to Gwen-Dragon for the recommendation and the link to the Arch wiki.
Cheers!BTW - running Linux Mint 18 / Cinnamon 3.0.7 on a Dell laptop w/ core i3 integrated graphics.
