About VB-96185

The error is raised by Settings->Network.
Also is raised after purging (and deleting .config/vivaldi-snapshot) and reinstalling Vivaldi-snapshot.
I found the error is not raised on another Debian Sid machine, with synced Vivaldi.

Web Panel to open in a new background tab, same as Middle-click
