A Guest window is a special case, and can't really be used for testing UI issues. It does not keep a download history.
Create a clean new profile and test it there.
What happens if you reverse the sort order so that the latest download is on top? Arrow pointing down:

And once again - go through ALL the troubleshooting steps, and disable ALL extensions.

@bimaa Hi - I'm not sure I understand what you mean. Are you saying downloads still work as expected but don't show up in the panel? Or that the list is "suddenly" empty?
Maybe you have accidentally cleared the downloads history? It's always good to clear the downloads list from time to time anyway is my opinion.
Also please check the internal URL

My guess is that's the cause. Try disabling it and check again.

its just extension for grabbing images from pixiv, i start using it last month and the download history just doing fine.
but okay i'll disabled it.

@bimaa I really don't know - have you tried restarting the browser after disabling extensions?
It's hard for me to understand how these extensions are supposed to work, as it's mostly in Japanese. I tried a simple download and it seems to work:

Does it work in a clean profile?

@bimaa "save" and "save as" are not the same command as "download." Download history is created from use of the "download" command.
Yes, in order to save something it must be downloaded, but the "Download" command consults the checksum operation, which "save" does not.
When you see any content from the web, you must first receive (download) it to your machine, and this includes every image in a web site. Web content is saved in cache, but not in your download location. Saving an image only plucks it from the temp location where it is held so that you can see it, and copies it to a location of your choice on the hard drive. If all web content were shown in download history, that history file would soon exceed the storage capacity of your machine.

I have no idea either really - I suspect some kind of UI "hiding" issue, maybe the UI somehow overlaps the latest downloads, but only if sorted by newest at bottom.
Keeping the newest download on top makes more sense anyway (IMO). I never understood the logic of having the newest on the bottom. It's not a document to be read, it's a list of items having less importance the older they are...
I still recommend you to clear your downloads history from time to time, it's just a good habit and people have reported slowdowns when the downloads list is too large. Probably because the OS has to acquire the file system icons from all those files to display them.
