Can't sign into Google

Whenever I try to sign into my google account, the error message, "Couldn't sign you in" and "This browser or app may not be secure," is shown. Is there a privacy setting I changed to do this? I've never had this issue before and I don't remember changing anything. Should I start with a fresh install?
Edit: when I click on "Learn more," the advice Google provides is:
Step 1. Use a supported browser
Step 2. Turn on JavaScript -
@ztgoode Check Settings → privacy → Google Extensions , activate Crypto Token and restart. Then clear Cookies for Google in Settings → Privacy → Show Saved Cookies.
