At least I know there is a book available on Klingon, not sure very many others are so thoroughly documented.
Given the Tardis can travel anywhere/when, are we sure Galifrey is in this galaxy? "Galactic" may not be big enough.

I don't think downloads would work extra-galactic (even over 5G wifi ). -
@tbgbe I'm not sure even Klingons would possess x86 or ARM compatible hardware to run V on, though perhaps they can emulate it in a VM ...
