Solved BUG: Bookmarks not Bookmarking. (SOLVED)

Bookmarks are not actually bookmarking, but give me this view (see image)
requiring all the information to be manually inputted.
Will not bookmark via the bookmark icon next to my user login in the top menu bar, nor when right clicking on a page and selecting bookmark page.I noticed this began about two updates back. I just updated to the following hoping that it had been fixed, but nope.

@rdreammaker It's a known bug, that for some reason is not fixed even though it's one of the more common reports users make.
It happens when the last used folder used for saving bookmarks is deleted, it still wants to save in that folder even if it no longer exists. If the folder is still in Deleted the bookmarks will just end up there, and the dialog will be broken.
It used to be if Deleted was emptied, there would be no way to fix the problem without hacking the JSON files. I think now if the folder can't be found in Deleted either, it will fall back to saving in the root folder.
So check your Deleted bookmarks folder if they are there.

Bookmarking is possible directly by right clicking on the tab of the webpage, but defaults the save location to the bookmark bar without the option of assigning a bookmark folder location.
In case anyone is wondering, I've tried all of the "Bookmark" settings, and I also tried setting them back to their default state without any change.

I am able to "Right click" directly on the "Bookmark Bar" and save the page to the bookmark bar. Of course that's a slow way to do things, since I actually want to be able to bookmark and save directly into a subfolder or main folder of bookmarks.

@rdreammaker for me Ctrl+D adds bookmark with meta text of Vivaldi Forum Search page.
Had you enabled Settings → Bookmarks → Fetch Bookmark Data from Page Metadata

SOLVED:
Based on the link @Pathduck provided, I went into the Bookmarks tab under the Vivaldi Logo drop down menu and emptied the trash. That resolved the issue immediately.
Thank you for everyone's help troubleshooting this weird bug. -
Did not work for me.
I even deleted all the bookmarks by deleting the bookmarks file (an xml file) under the \Local\Vivaldi\User Data\Default folder.
And restarted the browser.The "add bookmark" dialog is still empty and the textboxes are readonly.

@jenniferjam Did you delete the Bookmarks file while the browser was still running? That's not going to work, it needs to be closed.

I closed the browser,
Deleted Bookmarks and Bookmarks.bak files
Restarted the browser
Observed no bookmarks in Bookmarks window pane
Opened a private window
Went to a random page
Tried to bookmark it.

@jenniferjam You never said anything about Private Windows. Such details are important...
Yes, I can confirm that bookmarking does not work in Private Windows in Vivaldi 4.3. In fact it seems it last worked in 4.1.

@pathduck This bug here seems not to have anything to do with deleted folders (it appears even if one never has deleted any bookmark folders). Emptying the bookmark trash folder did not help.

Or are there two separate bugs both concerning bookmarks?
