web pages won't load, time out, but only in vivaldi Again

I found the past thread. But it was locked from further comments. This issue just happened with the newest update:

Profile Path C:\Users\narfl\AppData\Local\Vivaldi\User Data\DefaultNow it is Amazon that is just not loading. Chrome, FireFox, Edge, WaterFox, and Dissenter all open Amazon. Vivaldi just quit after the newest update. There are a couple of other sites that I have stumbled across that are slow for loading also. Phillips-Hue https://www.philips-hue.com/en-us now takes forever to the point of almost timing out.

Windows Defender. No other antivirus or anything else. I dislike Antivirus so I don't use it.
Couldn't tell you about Private Windows as I don't use them. But I did clear out the User profile folder in AppData and opened Vivaldi as a new install. No Extensions. No Customization and still would not open Amazon.com.
No Proxy or VPN that the browser use. -

This has to be a clash with something on my PC that Amazon is not opening only in Vivaldi. I just was testing in a VM Virtual Box on windows 10 and everything works fine. Even moved the UserData folder to that install on VM and still worked... So the question is What is clashing on windows that is not allowing Vivaldi to open Amazon right after the newest update? -
This is getting very frustrating that this issue is even present. It seems to that this browser is not even connected to the internet when attempting to get to Amazon.
No Plugins installed
No extra apps installed for the browser
Totally wiped out the Vivaldi Install and directory and started fresh
Again totally wiped and uninstalled to install an older version of Vivaldi
No Antivirus or any type of anti-malware installed
No VPN or ProxiesShort of doing a fresh install of 10 this shouldn't even be happening. Amazon is the only total affected site. Others load slow but I rarely visit them. It just keeps posting the ERR_CONNECTION_TIMED_OUT Like windows is totally offline. All the other browsers have no issue. Is there a Log file I can look at? Why is this happening?
Up to this point I was loving this browser. Now it has become another browser in which I am having issues with.
What I find funny is that I am writing this post on my Laptop using Vivaldi and It works just like it should. Even Amazon works with no issues. Using all the same settings that were transferred from my Desktop. With all the normal plugins and extensions that I normally run. And the accounts were synced when this happened. So what gives? How can I fix this? What am I looking for? A good starting point would be helpful.

Neither can I. I tried on my laptop, In 2 VM's with all sorts of different settings, on my Media PC, All work fine no matter what settings those machines have. Its only affecting my Desktop.

@VIthe3rd You can use a tool like Process Monitor to log what goes on when connections fail.
https://docs.microsoft.com/en-us/sysinternals/downloads/procmonOr if you're experienced with networking, you can use Wireshark and similar tools obviously.
Last time I remember something like this with a user their ISP gave the wrong IP, so that might be an issue.

So I just nuked my install to start out fresh. At this time I don't know what caused this particular error to happen. And unfortunately we will never know. To old to be chasing bugs like that. All I know that is I did it and it made me happy to finally be gone of that issue. Now to work on other ones.
