Vivaldi shortcut on Quick Launch Toolbar

I am experienced Vivaldi user, and notify difference in behaviour of Vivaldi 2.X and my current 3.6.2165.34 as follow:
1, I put Vivaldi shortcut on Quick Launch Toolbar.
2. I click this shotcut at the first time - well, Vivaldi launched.
3, but when I click this shortcut next time(s) (or press shortcut number, e. g. Win+3) - the new empty Vivaldi window launched. I expect this click should activate current V-window (as in V 2.X), as other Quick Launch Toolbar shortcuts done.
4, this occured on Win 7 and Win 10.
I think - this is a Vivaldi bug (or such behaviour should be managed by options). -
Temporary workaround used by me:
1, download nir64 program.
2, create text file VivaldiWrapper.ncl with one line
win activate process vivaldi.exe
3, create shortcut with command line
<Path-To-nir64>\nircmd.exe script <Path-To-VivaldiWrapper>\VivaldiWrapper.ncl
4, put this shortcut on Quick Launch Toolbar.
5, enjoy.
NB: this will not launch Vivaldi at the first time, but actrivate existing Vi window. -

That happens more often after an update.
Try please:- Detach vivaldi from the taskbar
- and create a new one

I install Viv 3.6 at my new Win 10 computer at first time (not update) and see this behviour.

1, when I move mouse over Notepad++ shortcut, I see shortcut is underlined as mark - program already launched, and thumb window over it:
2, when I move mouse over Vivaldi shortcut, I see shortcut is not underlined, and no thumb window popup.
3, when I move mouse over Vivaldi pictogram on the task bar (not on Quick Launch Toolbar), I see pictogram is underlined as mark - program already launched, and thumb window over it:
4, so, pressing Quick Launch key (in this case Wiin+4) launch new instance of Vivaldi - contra expected.
I can assume that problem is hard to reproduce, but it really exists, and I can do some additional testing (or provide additional information). Viv was installed Feb 5, 2021 on the clear Win 10 installation (runned Fed 4). -
