Download Page shows, Download doesn't Save

I cannot download financial transactions from https://www.safecuhb.org. The Download page opens, then a popup window opens and I am prompted to Save, Save As, Open, Cancel. I have selected Save, Save As, and Open and nothing happens. Cancel does work.
The only extension I have enabled is LastPass. Installed but disabled are "G App Launcher (Customizer for Google)" and "OneNote Web Clipper".
My theme is the standard Vivaldi theme.
I have successfully downloaded from other financial institutions and websites. Firefox is successful in downloading from this website.

@gbguy71 Welcome to the Vivaldi Community
It's impossible for others (or the Vivaldi team) to check and confirm or troubleshoot this issue for obvious reasons. However, if you find a publicly accessible page where the same happens, I'll be happy to test it.
So I can only give some general advice and ask some basic questions.
Make sure to read through the troubleshooting guide:
https://help.vivaldi.com/article/troubleshooting-issues/If you open the downloads panel (View > Downloads panel), nothing shows up there after you choose Save?
Are you able to open DevTools (F12) in the popup page, select the Network tab, and then restart the download? If so do you get anything there? Make a screenshot (using Vivaldi's built-in tool) if you're able to.
Other than that, you could try contacting their Support, they might be helpful in solving the issue on their side.

Sorry for the delay. While I was "Watching" this thread I didn't realize that I had to change my profile settings to get an email.
You are correct. Once I choose Save nothing shows up in the Downloads panel.
I was able to open DevTools (thanks!!!). I had to use Windows snipping tool.
Here are two images from DevTools. The first is the overall result page. The second shows a particular Javascript error. Hopefully this will help.

@gbguy71 Hi, thanks for coming back on this.
Did you go through the troubleshooting steps, like trying in a clean profile? Making sure 3rd-party cookies are accepted could be important here, as well as disabling the ad/tracker-blocker for the site in question. Clearing your cache and cookies might also help.
What is your version of Vivaldi? Make sure you're on the latest Stable release, in Help menu > Check for updates.
The Devtools screens show that the site uses a script to trigger the download, and most likely this fails for some reason. The warnings you get in the log could be relevant, or maybe not, in any case the number of warning indicate a poorly coded and tested site.
Not sure if the "timeout" entry there means the request timed out, or if it's actually named "timeout"...
Have you come across any other sites where similar issues happen? Preferably open/public sites.
Honestly I think your best bet is to contact the site support, tell them Vivaldi is basically Chrome and should work on their site.

I had time today to go through all the troubleshooting steps again, didn't want to miss anything. My Vivaldi is current (3.3.2022.45 (Stable channel) (64-bit)).
I tried under Guest Profile. Cleared cache & cookies, etc. Still failed. I did get, perhaps, another useful diagnostic. Below.
Also, I tried both Firefox and Chrome. They worked perfectly, so telling the site it should work probably isn't going to get me very far, since they are a small organization with limited resources.

@gbguy71 Tried today with 3.5.2115.87 (Stable channel) (64-bit) for Windows 10.
Problem still exists and Chrome and Firefox continue to work properly.

@gbguy71 You need to find out what on your system is blocking Vivaldi downloads.

@Ayespy What explains that Chrome and Firefox work and Vivaldi doesn't?
I'd be more than happy to further investigate why the system is blocking Vivaldi - however I have no idea what to do.

@gbguy71 The fact that Vivaldi is being targeted by something, because it is "unknown" or "untrusted" while the other apps are white-listed by most "security" software.
