hardware acceleration is broken on 3.5.2115.87

having hardware acceleration enabled leads to the entire browser becoming slow and laggy. its especially noticeable on youtube videos but the entire ui is affected.
the computer im using:
- Ryzen 5 3600
- 16 gb ram 3800 cl16
- RTX 3080
- samsung 970 evo plus SSD
- windows 10 20H2
with hw accel enabled im encountering massive stuttering in videos still with 20% gpu usage.
with hw accel disabled the browser becomes usable again but only using the CPU is making video playback terrible. happens on both of those nvidia drivers: 461.09 and 460.89notice 60% of frames dropping with hw accel enabled.
yes i did restart vivaldi after changing the setting
yes my hardware is fine only vivaldi has this problem, not even ms edge:

Do you have max frame rate limitation for background applications enabled in Nvidia 3D settings? I had it limited to 20fps and my Vidaldi had the same horrible video stutter with HW acceleration activated. I now created an explicit configuration for vivaldi.exe in the 3D settings with no background application frame rate limitation, and the stutter is completely gone.

I just registered to thank you because this is EXACTLY what has been plaguing me!
Any video had been unwatchable in vivaldi but fine in any other browser. Your post immediately made sense because I had recently changed the max background fps setting in Nvidia control panel because I had a game that kept on going full tilt in background.Thanks my dude!
