First, bring Vivaldi to fullscreen. Next, quit (⌘q) Vivaldi.
When you open Vivaldi next time, it automatically goes to the fullscreen mode.
Does this achieve your goal?

@baris-sehri It does not work on Windows either. Restarting with Last Session will reopen any fullscreen windows in Chromeless mode.

I'm confused. I've just realized that the behavior isn't consistent at all. I had the impression that Vivaldi inherits the previous state. But it isn't always the case.
So, what should happen on macOS ? Vivaldi quite often inherits the previous fullscreen state. But is that a bug?
By the way, boldface doesn't work in this text box whereas italics does. What's going on? I'm sure the boldface feature used to work.

vivaldi remembers my last window size and position and continues from there, but when it comes to remembering fullscreen it's not working. this is a bit confusing yes. I'm not sure if it's a very necessary feature, but from time to time I love using it fullscreen and it bothers me every time I need to re-do it because of that...

I reloaded the page repeatedly, which didn't fix it. See the image below. The word "boldface" in my text you quote should be boldfaced.
The following are sample sentences: This very sentence should be bold. This sentence should be italicized.

I see. That means that when Vivaldi starts in the fullscreen mode, it's actually a bug!

OMG. But you are right. My own postings do show boldface and on Google Chrome and also on the "Guest Window" of Vivaldi! Thank you for your test.
I disabled all extensions on Vivaldi and restarted it. Still no boldface!
Oh well, I knew it was high time for me to wipe out all user data and start from a fresh installation. There seem to be obscure problems accumulating in my user data, Vivaldi slowly but surely showing more glitches one after another.

Regarding Vivaldi maintaining window state on macOS, keep in mind that Vivaldi is a cross-platform app. Since it was not built using 100% native macOS widgets, its behaviour will deviate from native platform apps. However, not even Safari conforms to macOS platform conventions as well as Mail.app and other macOS apps do, and the expected behaviour depends on whether or not the app maintains state from the previous launch. Even Chrome does a better job in this regard than Safari.
I have a few open bugs relating to window state where I have tried to document what the behaviour should be depending on whether or not you startup with "Last Session". (Mail keeps track of all if its previous states when it launches; TextEdit does not and launches with default size/position. Safari's behaviour depends on settings.) I don't know when/if these bugs will get fixed based on the current implementation, and I can't use Safari as a shining example of how Vivaldi should behave on macOS or to justify a higher priority for the bug.
Improving Desktop integration (and macOS platform integration in general ) has been something that the devs have wanted to do since the beginning. When they finally do get around to this, hopefully we will see additional improvements to Vivaldi's window state management as well.
