Why video fullscreen is windowed?

Not to beat down a dead horse and this has been reported a while back and still have not been apparently fixed with the latest 1.3 snapshot. Considering that users have already posted plenty of their own examples of the problem, I'll add my experience to the pile as well, see bellow:

I have the same issues that have been reported in this thread but being isolated to only video playback with Adobe Flash. Additionally, maximizing the window does not cover the entire screen.

I test each new snapshot with the hope that they have solved the problem but so far nothing , shame can not use vivaldi as my primary browser for this bug

I'm using 1.11.917.39 (Stable channel) (64-bit) on ElementaryOS 0.4 -
Trying to watch a fullscreen video in vivaldi in Kubuntu, while maximized does not work. It only displays the video in the upper left hand corner of the screen. Other browsers like Firefox do work.
