Really? WHich firewall did detect this?
Why ?
Anyway its Little Snitch in macOS and WFC in Windows both known also in linux ipTable can find it224.0.0.251 is a multicast address in LAN for detection of f.ex. streaming streaming devices line ChromeCast.
No reason to to fear anything.
THANKS GIRL

@j4rvis Port 5353 is for mDNS, so this connection would be related to a change that was made a few months ago (in Chromium) to improve WebRTC privacy. https://crbug.com/878465

@xyzzy There are no connections made by Vivaldi using port 5353 shown in TCPView*.
This is probably some equipment on the user's network sending UDP multicasts on the local network.
However, there are a lot of connections to Google (1e100.net/https) and a couple of connections to Icelandic servers (hysing.is) that I assume are Vivaldi sync and other services.

@Pathduck This wouldn't be an active outbound connection. It would be Vivaldi trying to set up a listener.

@xyzzy It is not Chromecast, port 5353 is AppleTalk or "mDNS".
It is a DNS on the side to allow local computers to configure services and interact. It is in "RFC6762" - and has been used by Apple in "Bonjour". I have recently stumbled across it in "Home Management" applications.
But ChromeCast may use it, Google Home, Apple Home - anything that wants to investigate around the place. If you block it, you will not discover new things. As usual: read the book first, it is like NETBIOS without Karl Marx. -
You "announce" this site wrong on Bonjour / AppleTalk. My iPhone loads this page with Safari! And not the default browser.

@Knuthf Thanks for confirming that this was for mDNS.
FYI, I first noticed this issue with internal builds on macOS back in mid-December, 2018 and it coincided with a new Chromium intake. I traced it to https://crbug.com/878465 , and this was then confirmed by one of the senior developers.
This Chromium bug was reopened in January to fix some performance issues related to follow-on work that was done under other bugs, which I have not followed.

@xyzzy It was "obvious" here, but few others bother to face Marx and the monolithic, power-centric ideology on the net. There is a great Wikipedia page that also refers to "Serverless DNS". A variant has been used by Appletalk but is also used by Android now and the main Linux distros.

Maybe it's time for the people to rise up and take control of the means of production.
Now, where's the nearest datacentre... but first I have to find my ๐งฐ
