Default Program for HTTP URLs

I've been running into an issue where clicking a URL in another program doesn't launch Vivaldi.
I'm running Windows 10 1903, build 18362.175 but was seeing this behavior before the 1903 upgrade.
Vivaldi version: 2.5.1525.48 (Stable channel) (64-bit)The programs I've specifically seen this on is Power BI Desktop (from Windows Store), and Slack desktop. Power BI provides an error message, while Slack just doesn't do anything and I have to copy past the url into Vivaldi to see the page.
Power BI error:
"The web browser couldn't be launched. Please make sure that a program to open HTTP URLs is set in the Windows Default Programs dialog. The URL was:"I do have Vivaldi set as the default browser in Windows defaults. I have changed the default to another browser and these URLs work to open that browser. I have also gone through an set the default program to Vivaldi using the "set defaults by app", and "set defaults by protocol" to specifically make sure that the HTTP URLs protocol is set to vivaldi.
I haven't found posts that seem to describe this behavior except for a few years ago where it was resolved with a Vivaldi version update.
