Severe performance drop of tabs moved in a second window

Hello everyone,
with the latest update of Vivaldi i have come across an issue that appears to be very odd to me.
This is the situation:
You have one Vivaldi window with all your tabs and stuff open.
Now you open a tab open a website and realize you would like that tab in a Separate window.
What i do, and probably most people, is drag that tab so that it opens another window.The interesting part is now that this tab in it's new window will have a drastically reduced performance.
I notice that as i have a plex media server and i stream various things trough that.
If i create the new window with the above mentioned steps the streaming crashes, loads slowly or stutters alot.
Reloading the page or creating a new tab won't work to fix that.However if i go the following route:
Options -> New Window
And i then start opening the website i want all performance issues are gone and i can use the streaming without any issues.
Unfortunately i was unable to reproduce that issue with the most common websites (for example youtube)
But i noticed this issue also when using Vivaldi for work with load heavy sites that then slow down drastically.So i was wondering if i may just miss some setting that could help me solve that or if that might be a bug.

Hi,I reported this March 17th as bug VB-50885. Annoyingly, the developers marked it as "Could not reproduce". However, it's useful information to know more about people still experiencing it.
Could either yourself @Agomy or @hjmhyl share some information about the names of sites you experience it on, and your system specs, please?

Interestingly, I read this article yesterday before beginning to work on a chart in draw.io . While in Chrome it's ultra smooth, in Vivaldi it's the slowest thing ever, to the degree of being unusable... Wonder if it's got anything to do with what's described here.

@LonM actually, just filed a bug report on it. Windows 10 Pro 64, Vivaldi 2.5.1525.30 (Official Build) (64-bit). Do ask for more details if you need it!

Can confirm that in a Guest Session window it runs great, so it's probably an extension? Though not sure which would interfere so much, in this way. Let's try a bit more...
[EDIT] So weird. I disabled uBlock Origin, Unspoiler and ViolentMonkey, draw.io became perfect. Re-enabled them one by one - still perfect. No idea...

I've recorded a .gif which hopefully demonstrates the issue. It is big to embed on the forum, so here's a link:

Notice how in the first window, moving objects, resizing them responds 1:1 with mouse movements.
However, in the "new" window, there is a delay between mouse movement and the visuals.
This kind of issue has been happening on a large number of sites, and seeing as how 50885 hasn't been reproducible I never bothered to file bug reports for all of them - I'm assuming a similar root cause.
Basically, if you move a tab to a new window, keeping the original window open, then some sites such as (but not limited to):
Draw.io, twitch, discord, outlook
Have a lot of stutter/lag/performance issues/however you want to describe it.
This was done in a clean profile with no extensions, and seems to match up very well with the issues described by others on the forum.

The twitch one is a bit trickier to see, but I've recorded something that should help demonstrate it:

This APNG shows the video stats across two windows. The window on the left is a normal one, the window on the right was created in the same way as the draw.io one above (moving to a new window while keeping the original open). This is why I suspect the same root cause.
The exact same video at the exact same timestamps are playing in both windows.
notice that after some initial lag from starting my screen recorder, the normal window on the left plays back at a pretty consistent rate
However, the one on the right has very erratic FPS, at times going over 60(?), and frequently drops frames. Just watching the video, I don't think its getting anywhere near the ~50fps that it's reporting.
The actual content of the video on the right itself is noticeably less smooth, but I couldn't capture that using my screen recorder.
The VOD I was testing this was https://www.twitch.tv/videos/418486489 starting from 00:00

I would love to share the sites the issue is happening for me personally with.
Unfortunately you can of course not access my work related sites as they are only reachable from company network.
And my personal Plex server is publicly available but you can't stream from it as it would require a login.However i will see if i can find pages that are publicly available for everyone that show the same behavior or will try to record it.

I have made a short video showing the issue.
You can see the video works very smooth while contained in the single window.
However immediately after moving the tab in it's on Window by the drag and drop move it starts stuttering heavily.System spec wise:
Windows 10 64bit - 1809 (Build 17763.437)
Intel i7-6800K
32GB RAM
GTX1080
Samsung EVO M.2 PCI SSDAll drivers are up to date.

It happens with this tab as well, doesn't have to be video heavy. If you drag it out with the mouse or using the "move tab to new window" context entry the new window is not maximized and you experience stuttering unresponsive mouse scrolling for example. Only if you drag it to the top to maximize it (clicking the maximizing icon does not help) the performance normalizes again. -
I have now upgraded to an I9-9900K unsurprisingly the Issue persists.
Should we raise a new bug for this or is this still open somewhere?

Thanks for reporting your issue and sorry for the trouble. The dev team is currently looking into performance issues, so please report them on vivaldi.com/bugreport so they can get as much information as possible to be able to fix it. Thanks in advance for your help
