that's the exact same issue for me with two different installations
especially at websites with "endless scrolling" it's very annoying, because you can't stop the loading (when you scroll down).
@Gwen-Dragon is this a known bug? as ender85 said, I can't present an example URL too because it doesn't happen every time -
Happened to me with all versions,. But latest (stable) version made it worst. Before I could click middle mouse button, click again to remove, and scroll. Now it does not work. Will try this from above (drag down too).

I'm using a usb logitech mx518 mouse.I think this too because it happens at two different workstations with two different mice. At home I'm using a non specific mouse since years (OCZ Equalaser) with microsoft driver
an example site could be geocaching.com but you need an account (without you only see the last 5 logs)

Had to wait, as it comes randomly when it wants. It works by middle mouse button and drag down.
Still should be investigated and fixed. -
For me scrolling is getting stuck most often on Reddit.

This problem also exists on my pc.
Since vivaldi version 2.2 scrolling on websites sometimes suddenly stops. It doesn't matter what site i am visiting. So i have to refresh the site or scroll manually by moving the scrollbars.
In other apps (firefox, LO Writer, pdf-Viewer,...) there are no problems.I am using a Logitech Trackman Marble (but i am using a Linux system, Linux Mint 19.1)

@ender85 I have this exact same issue and it's very frustrating as I tend to scroll with the wheel clicks almost exclusively. I've noticed that this occurs most frequently on YouTube when a video is currently playing.

@tomasxxxx I have version 2.3.1440.41 and I think that Vivaldi is actually freezing on some websites, such as https://www.amazon.com/PC-Accessories/b/ref=dp_bc_3?ie=UTF8&node=318813011.

I could move up and down the page with the arrow keys and I couldn't click on the links, but restarting Vivaldi fixed this. -
@Gwen-Dragon I have the same issue as everyone else, it started about a month ago.
I have a few extensions installed, but it is difficult to test since it happens randomly. I have:
- Pushbullet
- KeepassXC
- uBlock Origin
- NanoDefender
I also have x-mouse button control installed in windows 10.
edit; Just updated vivaldi and it automatically took me to https://vivaldi.com/browser/whats-new-in-vivaldi-2-3/ . Is tarted scrolling down on that page and my wheel stopped working. If I press the middle button and the move the mouse up and down, then the scroll begins working again. That link is a very simple page, but i was able to reproduce the error many times by scrolling up and down randomly like mad.

I don´t know. Extensions: uBlock Origin, Lastpass, original Google Translate, Scroll to top (arrow). Some more disabled. Installed on D : partition, als standalone installation.

@Stagger_Lee What kind of mouse and mouse software do you have installed? Mine works properly on seven machines, total of nineteen instances, with generic mice and MS drivers. "Scroll to top" spoofs mouse and keyboard commands. Don't know if that could be related.

First to say, I do not remember I experienced the same problem in Chrome, Opera, Edge (do not have Firefox, but in the Tor I have not seen same problem).
- Microsoft USB Bluetooth mouse. No App installed, driver: 9.9.114.0. Device ID: 045E-07B2.
Will try to find some other solution for Scroll to top. But I see plenty of comments in forum about same problem. Not realistic all those people use same Scroll to top extension.

I changed i to this one. Allegedly it is pasive and injects nothing on pages, unless clicked.
Will report back how it goes. -
No, directly problem on chrome extensions store Page. It means it will be again everywhere. Wonder if my mouse batteries are low. Notice no other problems, except that.

I have the same issue, randomly stop or is not smooth.
