Even entering the names of extensions I use on Win7 produces an "no results found" message. The windows version on this same computer has no problem under Win7

@slartyblartfast Works for me on Mint 18.3 !?
Both when using 2.0 Stable and 2.1.1332.4 Snapshot. -
@gwen-dragon Webrtc and High Contrast for starters.

I fired up my Mint 19 Cinnamon VM, installed Vivaldi-Stable into it, then successfully & hassle-free installed these extensions from the Chrome Store:
- AutoScroll
- HTTPS Everywhere
- Privacy Badger
- Stylus
- uMatrix
- VTchromizer
Thus, V-Stable in Mint19C behaved as impeccably for me re Extensions as it does in all my many other VMs' V's, & also as in my Tower+Laptop real Manjaro KDE V-SS & V-Stable.

Both found for me.
Are you using any extensions / flags (experiments) etc?
Try a quick test with a profile refresh -
SOLVED.
A complete R&R, including the (apparently corrupted) Vivaldi folder in /home/.config returned normal behavior. -
