Tab Stack Order on Startup

So I've had this problem for a while - maybe it's by design, but wanted to validate. I have about 5 or 6 "Tab Stacks", each with 3-5 tabs inside.

Each time I start my browser, the Right-most tab in each tab stack is focused, regardless of which tab in each stack I left off on when browsing in my previous session.

I typically arrange my tabs so that the Left-most tab is the one I want focused, but after every restart of the browser, it keeps reverting to the Right-most tab being focused.

I have scoured the settings and can't find any way to fix this behavior. Is this "by design", or am I missing a setting somewhere? OR...could this possibly be a bug?

FYI - this happens on both my work and home PC's, including my laptop. I have only a handful of extensions (3-4), the only common one between all 3 machines is LastPass.

@power2112 Long-time and well-known bug. Some day, it will be fixed. The active tab in any stack should always be the same on re-start.
