CPU utilisation up from circa 2% to 80% after update from 1.13 to 1.14 with same session

Same pages as was in 1.13 opened before update and after around 20 seconds CPU utilisation (i4770) goes up to 80% and stays around that number.
Vivaldi manager shows that high CPU utilisation is not restricted to one tab but affects all (or all most) of them in different degree.
I have Windows 7 up to date
Anybody has experienced that?

I'm waiting for the slipstreamed version of 1.14 before upgrading my main install, but I do have the dev build on the side, which should be the same thing.
I haven't seen any unusual CPU action though. Are there any specific sites that you know of that do this, as opposed to others?

No. No specific sites.
It is generaly strange because it starts to utilize 80% of CPU suddenly after some time o work (It is going from lets say 2 or 5% to 80% in a second). I cannot find any similiarities in my actions when it happens other then use of Vivaldi browser (it not happen when browser is in background) and memory utilisation going up but in Windows resources monitor it is still free memory (light blue) when it happens.
What's more - closing most of windows (eg. 90% of them but not 10 or 30 or 40%) couses drop of CPU utilisation to normal value. But when I reopen most of them again situation is repeating - not on any specific window or tab openning but just when memory goes bigger.
I reported this as a bug, but because nobody has same problem doubt to see solution from Vivaldi Team

Browser - around 160 - 190
Page in background - some 2/3 of the Browser
Single pages usually 1.5. Some up to 15 but I have plenty of themI remeber in 1.13 same session has probably 5% on average CPU utillsation

In trying to replicate the memory leak issue, I accidentally replicated the CPU issue. Can you do it without a second window?

@rseiler Sorry but after my data lost last time I'm to afraid to install new releases. After system loss triggered by problems with Vivaldi I have switched of update notifications, restored system from Clonezilla clone and staying for undefined period of time with Vivaldi 1.13. If there will be some really briliant new feature in some new release will again consider update after careful reading of the problems reported on forum.

Guess this is related. Cpu was around 36% first, then it dropped to 0 as ram kept on increasing, after that it dropped ram usage and was frozen.
Would love to throw logs but no idea where they are.

I'm guessing speed dial or webpanel related.
edit: also few times i had vivaldi and rainmeter crash at the same time as weird as it sounds..
