[Fixed] Very High CPU Usage in horizontal scrolling

When I do scrolling in horizontal bar, the CPU increase considerably.
Scrolling the horizontal bar is poor flow performance.
I did'nt have this problem in previous versions of Vivaldi (even in 1.11)
This happens for example in http://www.aemet.es/es/eltiempo/prediccion/municipios/horas/alcala-de-henares-id28005

@julioc1984 This could actually be a conflict with your graphics card driver, introduced by Chromium 61. Have you tried toggling hardware acceleration or blacklist override in vivaldi://flags?

@ayespy I tried both options but the problem continues (in Vivaldi 1.12 stable version).
Curiously in the snapshots I don't have this problem (last snapshot of 1.12 & 1.13 released yesterday). Thank you anyway
In minipaint i have this problem also with cpu (very slow the performance and high CPU)

In the stable version 1.12 shows this:In the latest snapshot 1.13 this:
It seems something changes when I updated to 1.12.
I think I could reinstall the stable version or try switching gpu options maybe. -
@gwen-dragon I tried that a few times but it did not work.
Finally, I installed Vivaldi again but on another route. I tried to replace some files. (I tried several things).
Then, I replaced the "Local state" file of the main route "User data" of the old version, with the new one and these faults no longer appear. These websites works fine again.
For me it's a bit strange.Anyway, thanks for helping me, I suppose your solution and the ayespy one were more logicals.
