It is a darker colour than the panel - wonder if the problem may be theme related and it just can't be seen?
Does it function if you just try using it (clicking where you expect it to be in the bar)? -
I have the scrollbar in the side panel bookmarks, I tried in every theme and it's always visible.

@mossman As I just described in the main snapshot thread, the scrollbar is missing in ALL panels (regardless of themes and other UI settings).

I have the scroll bar here! The only problem is that the panels (Notes, Favorites and History) are not adjusting to the zoom size of the user interface.
I already reported the bug.

Can confirm - no scrollbars here (Win 7-64bit, Viv-32), missing in all themes, all panels

I've identified the cause (for me): Win10 font scaling. If I set this to 100% then the scrollbar appears.

So I've decided just to go with 100% scaling - it's a good test of my eyes on this 14" laptop, but I was also finding that e.g. Word documents were difficult to write in the whole-page view. Somehow all the Microsoft apps re-scale the re-scaled fonts and it's all a bit blurry.
Now it's tiny... but sharp!

No problems here! Zoom 75%. As I said, the only problem I have is that the panel is not adjusting to the size of the interface.

I hope it gets fixed in the next snapshot, I reported the bug yesterday.
Just like the history tab, it has the same problem!

@mossman confirm, I change Win DPI scaling back to 100% (from 150%) and scrollbars are back
