Instalé varios antivirus, realice pruebas con varios navegadores alternativos a Vivaldi y me detectaba el EICAR:
El navegador Vivaldi NO LO DETECTA y no interactúa con el antivirus Kaspersky y antivirus Avira. -

No problems with Vivaldi and Avast.
A good web shield should intercept and check all connections on your system, regardless of browser or program used to access the network.
You'll need to take this up with the vendor of your security product.
