[UserJS] Any idea how to disable onscroll Javascripts events?

Well on "modern web sites" it has become the norm to execute Javascript each time one scrolls the page, not only when loading them or clicking something. So what happens is while mousewheeling through a page, the browser is permanently loading the CPU with scripts draining the battery. And of course the Javascript option of modern browsers don't cover that. Is there a way to completely disable all onscroll events through UserJS? I don't care if it breaks some sites.
