タブスタックが機能していない？

タブスタック機能を使用したいのですがVivaldi 3.6から実装された2段タブ表示がされません。スタックしたタブにカーソルを合わせるとスタックされたページが小窓？表示される状態。これではいちいちスタックしたタブを選択しないと目的のスタックしたタブに辿り着けないので不便な機能になっています。
2段タブ表示させるにはどうしたら良いのでしょうか。 -
