Panzer Marshall is a turn-based Hexagon game very much like Panzer General. As noted above it can be played in a browser or downloaded for just about any desktop or mobile system.

Evochron Legacy
This game falls under the single developer but paid category. It is a free form rogue fight simulation. There is also a separate mission-based game called Arvoch Alliance with almost completely the same controls. It is far from basic I will post the keyboard shortcuts and that should scare you away or excite you depending on your preferences.

This is also a single person created space game, but much simpler than the one above for PC and the base game is free. The perspective and controls are very much like the early 2D arcade game Asteroids if you use the keyboard. The main goal in this game is to get from point A to point B with the game getting harder and harder as you travel. Along the way, you can improve your ship, run missions, and trade goods for just a few examples. The game itself is free but there are paid extensions for ships, storylines, and general modifications as well as free user-created free Modifications.

If you do any search for free or open-source games on the net you are more likely than not to see this game, but it is still worth mentioning in case it was overlooked. This is very similar to the first game posted "Panzer Marshal" with a different skin, individuals instead of divisions and Medieval fantasy storylines.

OpenTTD
"OpenTTD is an open source simulation game based upon the popular Microprose game "Transport Tycoon Deluxe", written by Chris Sawyer. It attempts to mimic the original game as closely as possible while extending it with new features."
This is another game that you do not have to search hard to find as it is in many top free game lists all over the web. If being in charge (or competing with others for your services) of providing truck, train and plane transportation to build your transportation empire sounds interesting this might be a game worth checking out.
