Blank bar at top of window?

When the Vivaldi window is maximized, the tops of the tabs are at the top edge of the screen. That's what I would expect.
However, if the window is not maximized, Vivaldi has a horizontal area above the top of the tabs (in the header background colour). What is it for?

Ah, OK.
Although, in fact, you can drag the window with any part of the header not covered by a tab, and resize is only possible on a smaller horizontal area.

Or you can use ALT+(mouse drag) in many Linux distro's
