No. But I around never have only one tab open.

@avada So what is the problem? Just drop the file onto a tab that you have finished with, or use GestureBack when you have finished looking at the picture or reading the text/html/pdf file.

I can only open local files via the open file window.That is untrue. One can open local files if one drops them onto an existing web page in a tab. We already acknowledged that it does not work if you drop them onto the New Tab button, or onto the Tab Bar. That would be better, but it is not done yet.

Not my experience. Dropping local files doesn't work, only for a single tab window.

THIS BUG IS PROBABLY STILL NOT UNDERSTOOD neither resolved.
WORKAROUND:
Do not use Address Field for anything else than URL files.
For all other files use following steps:PREPARE:
1/ write string: "file:///" in Address field
(or you can open any local file via menu File > OpenFile)2/ Bookmark that on Bookmark Bar and name it e.g. MyOPEN
3/ Before your desired droping of local file click on that bookmark MyOPEN
4/ If string above (file:///) was used, there will be message "This page isnt working"
(just ignore that message)
If you used some real local file in step 1, that file should open.5/ Drop your local file to be opened onto window prepared in step 3
(droped local file should open)EXPLANATION of problem/bug
It is necessary to distinguish two cases:
1/ drop into window
and
2/ drop into Address fieldCase 1: works partially, but understandable, BUT UNFORTUNATELY the MORE IMPORTANT case 2 works BAD (windows platform)
For case 2: Address Bar accepts only URL files, while expected behaviour is to accept all these dropped files from local, which can be opened via OpenFile dialog.
For case 1: Drop of local files works ONLY when dropped INTO page window of some specific displayed content (which may be local or internet ONLY), NOTHING ELSE. So no drop of local files onto Speed_Dial to open them, no drop onto Settings to open, onto Bookmarks Window etc. This can be understandable and can be considered as by design, if impossible to improve.

Drag & drop does not work for me at all with a local HTML file. I tried it with one of these pages open, and with multiple as well as only one tab open and it still did nothing. It must have to do with Vivaldi specifically, since that works fine with Slimjet, another chromium browser.
I am currently using Vivaldi 2.11.1811.52 on MacOS.
