Is there a site where I can see if anything has been done on the bug I reported. Another poster suggested that it's not going to get fixed but I don't know how to verify that.

No, bugtracker is closed/only for Vivaldi developers, many company´s does so.
You can follow > https://vivaldi.net/en-US/content/vivaldi-updates
... and search for your tracker number.
It would be nice when a list exists with all fixed bugs published (should be 1000´s) to start a simple search.CHeers, mib

If the missing key is ` (back quote, 1st key on upper left in US-keyboards), it's fixed by den_po in VivaldiHooks

If one has a US-keyboard, just enable this, if one doesn't even have this key (like me) just uncheck the option fix-graveaccent-hotkey.js in the settings.

I saw that offer and went to look at the VivaldiHooks page but couldn't find any plain english explanation of what to do with the package. I'd love to use it if it fixed my problem and I could figure out HOW to use it... -
@laffin_boy click on the github link, download (clone and download green button) the zip and unzip it in the download dir, and there are instructions in the page for both automatic (on windows, just use the batch giving the vivaldi path) and manual installation, which is just a matter of copying the content of the VivaldiHooks-master\vivaldi\ dir (hooks, browser.html, jdhooks.js) to
C:\Program Files\Vivaldi\Application\1.6.689.29\resources\vivaldi
or whatever is your Vivaldi version.
On first run it will ask to overwrite vendor-bundle.js on the same dir because it has to be patched. Close and run again Vivaldi, alt-p for settings and you'll see some more options. You can check them one by one and then disable what you don't need. Vivaldi needs to be restarted whenever you enable/disable any script. -
