I also have the problem in Vivaldi on Windows . I can't find the Secure DNS option!
How do I add https://family.dns.mullvad.net/dns-query or similar on Windows?

Try:
Settings >> Privacy and security >> (Advanced) Use secure DNS >> with Custom >>and below type/paste URL your server.
I don't have a computer and the screenshots I google are slightly different. Roughly, it looks like this here

I hadn't got the chance to try this. until now
I just used the chrome URL, found the Advanced Use secure DNS and added custom URL https://family.dns.mullvad.net/dns-query .
https://www.xda-developers.com was no longer blocked.

chrome://settings tip was intended for desktop.

Vivaldi ad blocking is at it again!
https://lufkindailynews.com on the Google app. gets request to disable ad block.
Not a problem with Firefox with uBlock Origin.

Somehow this thread was switched over to Android.
There's apparently a mix here between Desktop and Android.
