Temp files in root directory? Is there a way to fix this?

I've installed Vivaldi to my E drive rather than the C drive. Every time I launch the browser I get several 0 byte .tmp files showing up in the root of the drive. If I don't delete them after closing the browser they will just continue to accumulate. The files look like - 631A.tmp 631B.tmp 631C.tmp 631D.tmp 631E.tmp 631F.tmp 6320.tmp Is there a way to prevent these files from showing up in the root of the drive?

Where are these files typically created?

I only find such files in Jump List Icons or Jump List Icons Old.

I have same issue.
.tmp files created in root C:
Only occurs when starting Vivaldi in incognito mode.
The .tmp files remain after closing the browser. -
