Solved ISSUE: I cannot upload any themes to vivaldi://settings/themes

@Vivaldiscool Store the zip file in a folder of your choice (but not on in Vivaldi config folder)
Open Vvialdi Setting → Themes
Hit button "Open theme…"
Select the zip file
Then you can install your theme -

@DoctorG Animation from www.*****.com, and download from there.

@Vivaldiscool Themes do only work with static image (PNG, JPEG, WEBP, SVG) or GIF animation as background.

@DoctorG Lemme just fix my theme to .gif file then, if that works.

@Vivaldiscool Oh, i can confirm this.
Please report issue to Vivaldi bug tracker. Once that is done, share the bug number (beginning with VB-) you got by bug report mail. Thanks for helping us making Vivaldi better. Do send them the zip file as attachment!

@Vivaldiscool Could be the embedded GIF is to large in data amount. I do not know.
Then upload the zip file to a file hoster and send the link to Vivaldi bug tracker.

Btw, if the zip is bigger than 8mb couldn't be a bug but more a feature request.

I do not know how to change the size of the file / .zip file.

Well, clearly your zip has too much big resources to be uploaded.
Review your theme. Likely you have very big icons (>64/128) or not well optimized animations (gifs/webp).
