Cannot right click bookmarks that are in folders on the bookmark bar

For example if I have a folder News on the bookmark bar with some bookmark in it, say Ars Technica, then right clicking the Ars bookmark will just open it in a new tab rather than displaying a menu. Right clicking a bookmark that is top-level on the bar (not in a folder) displays a context menu with the options open, open in new tab, and so on as expected. How is this basic feature not yet implemented two years later and yet they are building new things such as "notes" which, while I'm sure is interesting to some, probably isn't as useful day-to-day?
Are the devs aware of it? Is there a place to vote on this feature?
