How to set speed dial as incognito tab home

When I create a new incognito tab, I want to show the speed dial instead of a blank page. How do I do this?

It's unfortunately not possible to display the Speed Dial in Private Tabs.
There's a feature request for it, though - https://forum.vivaldi.net/topic/85269/speed-dial-on-android-private-tab.
