Vivaldi Takes a Long Time to Start Up After Switchng Networks

When I switch from my home wireless network to a tethered connection on my mobile, Vivaldi just stops working as intended and takes around 10-30 minutes to actually launch. This happens every time I switch connections and it's quite annoying. I've tried closing all Vivaldi processes, closing all other non essential processes which doesn't seem to do anything. The only way I can bypass this wait time is if I reset my computer. I am running Vivaldi 1.1 x64 My system specifications are: OS: Windows 10 Pro x64 CPU: Core i5 6400 GPU: Nvidia GeForce GTX 960 Memory: 16GB DDR4 This is a clean install of Windows and the issue doesn't seem to be reproducible on Linux (Ubuntu Mate 16.04). If there is any more information I can provide, please let me know. Thanks in advance.
