Export Notes to Bookmarks Format

Is it possible Notes to transfer to the Bookmark format?
There are many suggestions on the forum about exporting Notes to various formats:
txt or odt etc.
For saving in a convenient and universal form and viewing in other programs. But since Notes are essentially Bookmarks, the only difference is the ability to select arbitrary text on a Web page.
For the Name field in Bookmarks
It would be great to be able to Export Notes to a Bookmarks file and back export from Bookmarks to Notes. It would also be nice to copy directly into the Vivaldi panel - Notes to Bookmarks and back.
This will erase the border between Notes and Bookmarks in their saving and transferring between different systems.

More detailed explanation
The files will remain separate.
Bookmarks will remain Bookmarks and Notes will remain Notes.
The point is to add the ability to Export Notes to a file similar to the Bookmarks file - with the same structure (HTML).
Notes can already be exported in order to have a backup, but this is not a very convenient option. Since in this case each Note is exported to a separate file.
It turns out not one file with all the notes, but many files. And most importantly, these files cannot be used in other programs.
If it will be possible to save in HTML format similar and identical to the Bookmarks file.
Then after that these Notes can be easily opened in Any Browser as Bookmarks.
Or Import them into the browser you are using. The ability to Save and View Sketches attached to Notes is lost.
But information about this can be added to the save dialog. That is, this is another option for Exporting Notes. Only more versatile.

Export is the most important.
It is clear that notes play a huge role, since many people save information in them for years. And we really need the possibility of a convenient and universal way to save it.
With Bookmarks, this is familiar and elementary.
But you can do the same with Notes. And besides that, it would be nice to be able to copy Notes from the Vivaldi Dialog Box to the Vivaldi Bookmarks dialog box, if necessary.
Why might this be needed?
Again, for versatility. In my case, I have many Bookmarks where I would like to be able to add more extensive comments - that is, make them Notes.
Or vice versa from Notes - Bookmarks. But now it cannot be done by simple Copy-Paste in Vivaldi.
I wish there was such an opportunity.
Addition:
It is also possible to implement a Session Manager similar to the Bookmark Manager, Notes Manager and History Manager.
Adding to them also the Session Manager.
Now from the sidebar of the History Manager, you can add links to the Bookmark Manager, using the menu item - "Save to Bookmarks".
And it would be great to be able to easily transfer Notes to Bookmarks and Sessions, Bookmarks to Sessions and Notes and vice versa.
The difference between Notes and Bookmarks is that there is a field in Bookmarks that is not in Notes. This is the "Short Name" field.
If you transfer Bookmarks to Notes, then the information from this field can be combined with the Note Text field, for example, by providing a text Tag with the name of this field.
