Lock Tiled Tabs

The idea for this was originally from @Aleendev, but it was moved to an archive for a misunderstanding with the name. I thought it might be useful, so I decided to bring it up again.
There could be multiple tabs tiled, and some of them could be "locked" (like on a context menu for the page, the tab, a command, etc). When a non-locked tab is selected and the user switches to another tab, that selected tab will change, but the locked ones will stay in place. Here is an example of it:

@Thescorb0 Is this really anything new? One can already tile tabs and switch one of them while keeping the other unchanged.
There are already requests for Locking Pinned Tabs, and Permanent Tab Tiling.
