[BUG VB-16960] New tab button's clickable area is too small

The new tab button (to the right of all the tabs) highlights and plays its clicking animation when the cursor is slightly off the button, but the button doesn't actually create a new tab unless the cursor is on the white area of the button when clicking. This is especially noticeable when the "Remove Tab Spacing in Maximized Windows" option is selected in the settings, as having the mouse at the top of the screen above the button highlights it and plays the clicking animation, but it does nothing. I would much rather the button's activateable area be increased to correspond with the visual feedback. I don't want to have to move my mouse slightly down from the top of the screen every time I want to click it (which is one of the reasons why I turned the "Remove Tab Spacing in Maximized Windows" option on in the first place).

I think the button should be bigger. The button in my Opera 12.17 DTA skin reaches right to the top of the maximised window. The button in the standard skin does not, but at least it activates OK.
