The Window panel has inconsistency between bolded and highlighted tabs

If I opened a new tab from the bookmarks, then the active tab will be the new tab (Google in the below image), and it is bolded, while the highlighted tab is still the old one (Downloads Settings in the below image), which makes me confused and always can't focus on the correct tab.
I think the correct behavior could be: highlighted and bolded tab is always the same one.
