Has Vivaldi launched a new browser?

I downloaded this browser called Shift, ($100 a year). Went to do a search and duckduckgo was asking me to add it to Vivaldi. I was like what? If you check the UserAgent, Vivaldi. If you go to chrome://inspect, window.vivaldi is also available in the background page.
Is this a new version of Vivaldi?

This is some other company (Redbrick, out of BC, Canada) - definitely not Vivaldi.

Especially the content of the
shift.dll
Either someone's grabbed Vivaldi's source code and made a new product, or they have a deal for the use of Vivaldi's code. Maybe it's the latter, and from a quick check Vivaldi's BSD license does allow commercial use...
