I believe you need a web server to run client-side Javascript in the browser, this is for security reasons.

@Pathduck with IE and the first versions of opera and firefox it was not necessary ther was a setting which sounded ' enable execution of resident java scripts i would like to know if there is anything similar now

@vvklaus What do these JavaScript scripts do? Are they modifying behavior of webpages or modifying Vivaldi itself?
You can add
user.js
files and/or use extensions if it is for webpages and if it is for the browser, check out the modding forum category. -
@nomadic they sequence html local pages an were running under ie and firefox until a few month back

A JS script linked in an HTML page should load without issue when opening the
.html
file by either afile:///
url or a local server. -

under ie 5 to 11 end under firefox ubtil xmas and under edge in ie mode all options worked you just had to set the advanced option 'enable execution of acive content in this computer ' to on
that what makes me suspect that there must be a settingo somewhere -
@vvklaus Ok, so it is just a regular local HTML page, but it might be using something in the JS that is IE specific. Vivaldi doesn't have an IE compatibility mode, but I think there are some browser extensions that might be able to help.
I really need to see all the code to figure it out.

"Active Content" means plugins like ActiveX/Silverlight/Flash etc. This will not work in Vivaldi and never will. Not in Chrome or Firefox either. Your only hope is Edge in IE mode, sorry to say.

@Pathduck But maybe if the JS doesn't rely too heavily on those plugins, it can be adapted to work in modern browsers. So their is still the possibility for a bit of hope.
Just need to see the code to figure it out.

and the program just get user queries read XMLtables and displays tables does not have activex controls i always avoided them
and renders only in html 1.1 version
it is considered to be active conrtent because page is not static but dynamic
