@Aaron What is a "global proxy"? VPN? If it's one of those "VPN" proxy extensions they probably don't work with Vivaldi Mail as it bypasses any extension. You need a real VPN.
You're on Linux, I asked you to test with telnet/nc/openssl - does it work?

Although I use linux but my level is limited. Trying to run as you suggested here results in the following:

Try:
openssl s_client -brief -connect imap.vivaldi.net:993 openssl s_client -brief -starttls imap -crlf -connect imap.vivaldi.net:143
Netcat also works and is easier for connectivity checking:

The result of changing the command parameters to the vivaldi server is as follows, which seems to be a good thing done by GFW. @Aaron Get a REAL VPN that operates on the OS-level and pay for it, free VPNs are not recommended for speed and privacy reasons.
Browser extensions that say they are "VPN" are just proxies and not secure.
