Unless it is not running then Vivaldi never has and never will stop writing to disk. The team has done a fantastic job taming some of the more outrageous behavior but it is a busy browser.
Here is one quick moment in time with Vivaldi and Windows nattering something about cookies and the LastPass Extension while the NTFS tries to keep up with the constant changes:

Look at Menu/help/about. There is a line there with the title "Profile Path." That tells you where it is.

If you are using the red "v" in the square button at the top left of your browser as your menu, click on it.
When you do, options will appear, and the last among these will be the word Help.
If you are using the horizonal printed word menu across the top left of your browser, just look at it.
At the end, you will see the word Help.
Click on the word Help.
When you do, you will see a list of options and the last of these will be the word "About" with a Vivaldi logo in front of it.
Click on the word "About."
When you do, you will be taken to a page with a bunch of information about the browser.
The second to last line on this page will begin with the words, in bold, "Profile Path:" It will look something like this:
Profile Path: C:\Users\USER\AppData\Local\Vivaldi\User Data\Default
That path is where your "Default" folder lives. You see at the end of the path, the word "Default."Now if you're not a techie, or just basically know nothing about computers except how to work the power switch, the keyboard and the mouse, this won't help you much and you should probably go no further. Just forget about it.
If, on the other hand, you can find and copy and rename files on your own machine, you should make sure that at some point you have gone (in Windows) to the Control Panel and made use of the Folder Options or the File Explorer Options (depending on your version number) and set your system to be able to show you "hidden" files and "protected system files."
If so, you are ready to follow the path shown to you in help/about/profile path. Using the profile path I just showed you above, here is how you would do that.
Open "This Computer"
Double-click on the C: drive
In the list of folders on the C: drive, scroll down and click on Users.
In Users, you will see your own User Name. Click on it.
This will reveal a list of folders, and early in that list will be one called "AppData."
Click on that, and there will be a bunch more folders. On is called "Local." Click on it.
Inside Local is another bunch of folders, and one is named "Vivaldi."
Open it.
Inside Vivaldi are two folders - Application, and User Data. Open the one called User Data.
In it, there is a folder named Default.You are now in position to follow the instruction in the sticky post regarding how to refresh your profile.

You don't need to do any of that.
Just open any folder, then click the address bar so the graphical representation of the path becomes a text field, and you can just copy and paste whatever path the Help > About said was the profile path.

You know that. I know that. But what would a person doing that learn about the actual structure of the system they are messing with? Nothing. I wrote it so that anyone trying to do it would learn something about the "machine" they are working on, and could always retrace their steps, because they knew where they had been.

I have this problem for half a year now. It happens from time to time (speed-dial looses 90% of previews, 2 Vivaldi processes stay in background after the browser is closed, high hdd usage). And yeah, the problem can be "solved" with deleting both Top Sites from profile dir.
It is irritating, yes, but when you know what to do it becomes routine. Still have hope for official fix someday. Windows 7 user, btw.

this issue may have something to do with my missing saved passwords issue that I raised earlier.
I can confirm this, totally forgot that my saved password are vanished too when the problem happens. The saved password tab was empty, but top sites "fix" brought all passwords back. :huh:

If this is the engine problem than nothing we can do, and vivaldi devs can't help us either
