Review policy for Theme sharing, please change to post first and review later

I released a theme and then I found out that version 1 had a serious viewing problem. I fixed it in a subsequent release, but I couldn't post it because of this super long wait time for review.
If a new version of my theme is not released soon, users who already have my theme installed will abandon my theme because of the viewing problem in version 1!
This is a serious problem! This is fatal for theme makers!
I would like Vivaldi to adjust the theme review policy from the current review before release to release before review. Take down themes if offending content is found.
Also, I would like to ask a question. If I update the theme version, will the users who already have my theme installed, get a notification of the theme update? Or will the new version not be pushed to the Vivaldi browser of users who already have my theme installed?
