I'm using Ubuntu 15.04 and the Ctrl + mouse wheel zooming works fine for me.

No matter how fast you scroll zooming step is 10%. You can open Opera 12 or Firefox to compare: 100-140% or 100-160% depending on how fast you hit a mouse wheel. -

I tried this in both Snapshot 1.0.435.5 and Beta 3 and I get the same behaviour on Xubuntu. Latest snapshot on Win 10 x64 and the same behaviour again. So was this in Vivaldi earlier to be broken now?

Tabs always loading!There have been requests to add an option to enable/disable Lazy tabs since they have been added to the Vivaldi but I don't know any way how to do it.

Yes, this bug was in several previous snapshots. I thought it was already known bug.
