Bug: Only when the tab panel is hidden, Ctrl+T opens two tabs and Ctrl+Tab skips a tab while tabbing through tabs

My Vivaldi version:

The problems:
- Ctrl+Tab skips a tab while tabbing through the tabs
- Ctrl+T will open two new tabs
This problem only happens when the tab panel is hidden, and appeared within the last few updates (was fine up until 4.1).
The setting for my browser tab panel is vertically on the left side, and I display the tab list during Ctrl+Tab (and Ctrl+Shift+Tab) shortcuts. When the tab panel is open, everything works fine, but when the tab panel is hidden, then this issue occurs.

@trioke Both issues are already reported & fixed in the new snapshot release (4.2.2392.3), so it will logically be included in the next stable release (4.2).

@hlehyaric I'm sitting on a Mac with MacOS 13.1 and Vivaldi 5.5.2805.42 and still have that issue
