It is amazing how much push back there is to a "restart" button
We have been asking chrome for one for years and they keep giving us long explanations to go to flags and then to disable an extension etc. Well that is too much. When chrome updates a "restart" button appears so it is possible to put one on the bar.
Now with Vivaldi I am asking for the same thing. An icon that does a restart with tabs intact. No I do not want to set the browser to open with the last set of tabs. I only want the last set on a true restart. I do not want to exit then click the Vivaldi icon again.
If it is impossible then I can accept that but I doubt that it is. -

It's certainly possible – I just don't yet see the situation that would justify it. Without much difficulty, one could also have a button that would cause the tab bar to flash purple seven times, but that isn't likely to be added without at least one person bothering to explain why that would be useful.

I'm not sure what your wording means here. What "last set"? You just said that what you were proposing would leave all tabs intact.
Anyway, again: What situation would a reset button help with? The only reason that it is provided when updating, is that the old browser version obviously needs to be unloaded from memory (and any use of Vivaldi configuration files stopped, since those might be altered). During general usage, it seems to me that there's very, very rarely a time when the program should need restarting. Aside from getting rid of an unusual glitch, the only reason I can I can think of for restarting is for when user needs to apply a setting that requires a restart to take effect. (I can think of only a single case: In Vivaldi Settings, a restart is required for "Use Native Window" to take effect. On the other hand, if you change chrome://settings/search#hardware or anything in vivaldi://flags, you're already offered restart, so an extra button would have no purpose in those cases.)
If the Vivaldi team eventually makes the UI as customizable as old Opera's, where you could drop buttons in any toolbar (and even make your own custom buttons using Opera's "Action" grammar), maybe they'd think of having "Restart Browser" be an available button, but I don't see this being likely as an option until then, except perhaps as a button that appears in Settings when you change the "Use Native Window" setting. (That's just my educated guess. I have no association with the Vivaldi team. )

Yes it has been asked for by many people. You can do a search to see that.
"Last Set" is sometimes an option in a browser as it is in chrome. You can set Chrome to always open with the last session.

Why you want a feature is always important for others to understand whether it has some real benefit and no easy workaround. Investing development time on anything requires justification.

I do not want it to always open with last session as I already said. Only with a "restart button".Allows users to easily restart the web browser.
Keep all open pages.
Great if a plugin has stopped working and a restart is required to re-enable it.
Good when a script on a page causes multiple errors in the browser.
Excellent for when browser ram usage is really high.Allows you to clear the browsers fast restart cache.
One button solution.

:lol: I want Vivaldi to give me a plane. It is not important why I want that. It really isn't. It's obvious.
Now you're just trolling.
To my way of thinking a warning dialogue on exit (unless a download is running) is a ridiculous request. If you don't want to close the browser then don't click the close button or use the exit shortcut.

If you know how to make that into a button then please tell me how. -
It works in Chrome for me.
It does not work in Vivaldi.
So we have come full circle.
My request of the developers still stands. -
