Disable tab stacking + open in tab stack

Everyone was mad at default tab stacking. So now we have the option to disable.
But what for? For now Vivaldi's behavior is nice: we can open tab in stack and as a separate tab. It's in the context menu. Why do we need the option to disable stacking?
Okay, if you think it's okay to disable at all, so what for we still have in the context menu "open in stack" which doesn't work?
I'm sure these options are permutable.
