Allow translation of all websites

Let user decide how to use translation:

Don't link user interface language to preferred language: I (and more others) prefer English for UI despite not being my native language, but V hides translation button for English pages.

I may need to translate some pages from my preferred language to another one.

An option to always show translate button would be nice and could solve 1. and 2.

absolutely, full user control is essentiial., In my case I wish for an option to choose no translation, while the current system seems to offer either "always translate" or "never translate"

First of all, thanks for your great efforts regarding the translation feature.
But despite the fact of providing a dedicated translation service, there must be an option to turn off translation globally. There are many environments and use cases in which you never ever want to transfer website data to an external server in general. In a business context data privacy is a very serious issue and I don't want my browser to talk to a 3rd party translation system at all. So, especially in a highly configurable browser like Vivaldi, I expect a global switch.
Please consider this as constructive criticism from a security point of view. And let me know, if I only missed a setting.

I want EN for UI, but want to translate the UI lang to another sometimes.. -
The only, ONLY, reason I don't use Vivaldi is because of this language lock. Brave, Edge and others allow it, so it must be a lock imposed by Vivaldi developers that should not be complex to remove.
