Privacy-enhancing start-up

I'd like to ask for a more quiet start after install, without any outgoing connection as long as the user hasn't ok'd or skipped it. I can imagine that the browser runs a starting/setup page or an assistant to:
- ask if it's ok to download components needed, like supported languages [default: yes]
- ask whether ad-blocking should be enabled, if yes: download lists and enable it [default: yes]
- ask if automatic updates should be enabled, if yes: connection setup/update notifier [default: yes]
- ask if safe-browsing should be enabled, if yes: connection ok, download list [default: yes]
- ask if update of internal/provided extensions should be enabled [default: no]
specifically don't create and send anything like Appid; - ask if it's ok to enable chrome web store [default: yes]
- ask if it's ok to enable Crypto token and hangouts [default: yes]
- ask if it's ok to enable media router [default: yes]
- ask if it's ok to enable dns helper [default: no]
- ask if it's ok to enable autofill assist [default: yes]
- ask wether it is ok to load the vivaldi page at start, specifically if it contains/downloads content from doubleclick, google or youtube [default: yes]
I think it would be nice to have a "skip all" button for this and set defaults, but that's low priority. Maybe there are even more components which are part of the start that I don't know. I'd like to
stress that this request is mostly about choice and some points of the list were asked here first.kind regards,

@opaq Vivaldi recently updated their onboarding in snapshot, but it does not have privacy improvements. I do t think V will want to make o so complicated as you describe, but options to disable DNS and Safe Browsing should be added to the ad and tracker blocker section.

@opaq Ordinary users do not need a long list of settings that mean nothing to them. Those who care about privacy can just look up Privacy Settings in Help (F1).

@pesala But it would be good to make it easier to configure these settings. Many users may think “they advertise themselves as a private browser, of course they do not use Google DNS and G SafeSearch!”

Thanks for your replies. Yes @Pesala, you're right that most user don't care about that settings at all. But I should have made my point more clear: it's not (so much) about the settings at all, but how they are set at the very first run. Currently, there's no choice about that, I'm only able to change them when V already has sent them to google services and transmitted the AppID. So, from the first start google knows about the installation and the device.
Yes, this would look like a too complicated screen with all these questions, but how about changing it to single question when starting: "Do you like to change some additional settings before start?" and then presenting that list of settings to the user? -
