I can't understand what this type of message is supposed to do, especially because password sync has been working properly for years with all my devices on Android, Linux and Windows.

This was supposed to warn people that it doesn't always work right. I have two computers with WILDLY differing passwords saved, both logged into the same account with the same configuration.
Glad it works on your end.
Edit: I did not mean to imply that it would fail in every scenario, just that if you rely on it sometimes the rug might be snatched out from under you.

Vivaldi doesn’t have proper password management. If at all, use casually for unimportant websites but store all passwords elsewhere additionally. Personally I only store passwords for inbuilt mail and sync with it.

And it's a worthwhile warning! Keeping all your eggs in one basket is a bad idea. If you have important information you really need to have, it should be kept in more places then just the password manager of your browser.

I learned many years ago, backup anything important. This applies to your entire PC, not just a few passwords being stored in a browser.
Of course, for complete security, don't even use a password manager -

With this you can use 1234 as password on a post it, pasted on the monitor.

I've actually used a similar method to this system, that I do in my head, for years and can remember every password (all unique) I have, each getting the green tick of approval from the associated site for strength / security. -
